I am Emma Catterall, managing director at EVC Property Management Ltd.
I take pride in providing property services in block management, property management and residential lettings.
I have a BSc in Estate Management and I am a Member of the IRPM and an Associate of the RICS. I am also a Member of ARLA.
I love the work that I do and enjoy helping tenants and landlords.  I believe that landlords should be able to rest assured their property is in safe hands and tenants should not have to worry about any service not being provided.
If I had to pick a few words to describe me they would be extremely motivated, determined and conscientious.

Laura Catterall

Laura is new to the team having worked in education management at a high level for 14 years. She has lots of experience dealing people and problem solving. Laura already has her level 2 in leasehold management with the IRPM and is working towards level 3.

“It’s been an interesting change on a day to day level for me, but its great to be working with family and being able to give people that one -to -one time when helping them with their properties. I am doing a mix of lettings and block management which is keeping me busy and the problem solving is a must. Emma Tew

Emma has worked in property management accounts for over 15 years. She is AAT level 3 qualified. Emma deals with the day to day running of the accounts department including inputting money received, keeping contractors paid up to date and preparing year end accounts. Emma says “its nice to be part of a family run business who dedicate their time and energy to the needs of their clients. Everyone is my client from the flat owner, to the contractor and the freeholder. I am looking forward to helping grow the company further delivering a professional service”

Emma has 16 years experience in property, a degree in estate management, she is a member of the IRPM (Institute of Residential Property Managers), an Associate Member of the RICS,(Royal Institution of Chartered Surveyors) and a Fellow of ARLA Propertymark (Association of Residential Letting Agents).

Not only that, but the Company EVC Property Management is also fully regulated by the RICS & ARLA Propertymark.

Transparency

We understand that transparency is key to our working relationship with you. Whilst the owner has the right to set the standards by which his or her investment will be managed, we have the duty to manage and we will consult with occupiers with regards to the service provision. Services need to be provided to the benefit of all and we want you to understand what you can expect to receive, for the service charge that you are required to pay.

Transparency is essential to achieving good communication. Being transparent in accounts, explanatory notes, policies etc will help to prevent disputes.

Quiet Enjoyment and Anti-Harassment Policy & Procedure

 

  1. Policy Statement

EVC Property Management Ltd is committed to ensuring that all leaseholders and occupiers are able to exercise their legal right to quiet enjoyment of their property.

We will:

  • Respect leaseholders’ rights to occupy their homes without unnecessary interference.
  • Ensure that any management activities are carried out reasonably, proportionately, and with proper notice where required.
  • Not engage in, or permit, any form of harassment.
  • Take all complaints of harassment seriously and respond appropriately.

Harassment of leaseholders is a criminal offence and will not be tolerated under any circumstances.

 

  1. Scope

This policy applies to:

  • All employees of EVC Property Management Ltd
  • Contractors and agents acting on our behalf
  • Interactions with leaseholders, tenants, directors, and third parties

 

  1. Quiet Enjoyment

3.1 Principles

Leaseholders have the right to live in their property without unreasonable disturbance.

EVC Property Management Ltd will:

  • Avoid unnecessary intrusion into leaseholders’ homes or lives
  • Provide reasonable notice before attending properties (except in emergencies)
  • Ensure contractors act professionally and minimise disruption
  • Carry out works at reasonable times where possible

3.2 Permitted Interference

Interference may occur where:

  • It is contractually permitted under the lease
  • It is necessary for maintenance, repair, or compliance
  • It is carried out reasonably and proportionately

Examples include:

  • Essential repairs and maintenance
  • Statutory inspections (e.g. fire safety, lift inspections)
  • Planned major works

 

  1. Prohibition of Harassment

EVC Property Management Ltd strictly prohibits harassment of leaseholders.

4.1 Definition of Harassment

Harassment may include:

  • Persistent or aggressive contact
  • Threatening or intimidating behaviour
  • Entering a property without proper authority
  • Withholding services to pressure leaseholders
  • Any action intended to force a leaseholder to give up occupation

4.2 Withholding Services

We will not:

  • Withdraw or withhold services reasonably required for occupation
  • Use service provision as leverage in disputes

 

  1. Preventative Measures

To ensure compliance, we will:

  • Train staff on leaseholder rights and appropriate conduct
  • Provide clear communication to leaseholders
  • Monitor contractor behaviour
  • Maintain accurate records of interactions and site visits
  • Ensure all actions are properly authorised and documented

 

  1. Procedure for Responding to Harassment Incidents

6.1 Reporting

Reports of harassment may be received from:

  • Leaseholders
  • Tenants
  • Directors
  • Contractors

All reports should be:

  • Logged promptly
  • Acknowledged within a reasonable timeframe

 

6.2 Initial Assessment

Upon receiving a report:

  • Assess the nature and seriousness of the allegation
  • Identify whether immediate action is required
  • Gather initial evidence (emails, logs, witness accounts, etc.)

 

6.3 Investigation

We will:

  • Conduct a fair and impartial investigation
  • Speak to all relevant parties
  • Review communication records and evidence
  • Maintain confidentiality where appropriate

 

 

6.4 Action

Depending on findings, actions may include:

  • Issuing guidance or warnings
  • Replacing or instructing contractors
  • Adjusting management practices
  • Escalating serious matters to:
    • The client (Freeholder/RMC/RTM)
    • Legal advisers
    • Relevant authorities (if required)

 

6.5 Communication

We will:

  • Keep the reporting party informed
  • Provide clear outcomes where appropriate
  • Ensure transparency while respecting confidentiality

 

6.6 Record Keeping

All incidents will be:

  • Fully documented
  • Stored securely
  • Reviewed for patterns or recurring issues

Ordnance Yard

Mixed Use Site in Kent

Ordnance Yard is a mixed used site in Upnor, formerly belonging to the MOD.

The site now includes 12 houses, a block of 16 flats, a block of 8 flats, 8 former sheds known as Magazine B which are now used as offices, and several commercial units.

We manage the blocks of flats, the sprinkler and pump systems for the houses as well as the site as a whole. Watch this short video to see the site:-

 

Lambeth, London

3 Bed House

We manage a 3 bedroom house in Lambeth on behalf of a family who moved to Kent to work and bring up their young son. The property is currently let to 3 tenants. The landlord said it is such a relief to have someone who is proactive in sorting things out and managing so we don’t have to worry.
